The Middle East Tribute Board shall:
(A) Have charge of the property and assume the duties and responsibilities of the City of Marseilles as a tenant to the property commonly known as the Middle East Wall Memorial.
(B) As to any events proposed to take place at or about the Middle East Wall Memorial, act as a liaison between the event organizer, City of Marseilles, owners of property in the area of the Middle East Wall Memorial, and other interested parties.
(C) Recommend for adoption such ordinances or resolutions to the City Council as reasonably required by the Middle East Tribute Board to fulfill their duties and responsibilities.
(D) Timely make requests of the appropriate City Commissioner for the services of city employees and use of city equipment.
(E) Report to and work with the City Council on any major events such as the annual freedom run, and request the services of other representatives of the city as reasonably required.
(F) Establish by-laws.
(G) Comply with the Open Meetings Act, Freedom of Information Act and other general governmental mandates.
