A. No person shall move a vehicle which is stopped, standing or parked on any trafficway unless and until such movement can be made with reasonable safety. (Ord. 119, 1-20-1969)
B. It shall be unlawful for the operator of any vehicle which is in motion, moving and being driven, stopped, standing or parked to so quickly accelerate such vehicle as to cause the tires of such vehicle to emit screeching, squealing or otherwise offensive sounds due to the spin of accelerated tires on the roadway.
