All signs, signals, devices and markings installed or placed upon any street by direction of the City Council or any officer of the State having authority to do so shall be taken and deemed to be notice to all persons using such streets of the regulations applicable thereto and failure to conform to such regulation shall be deemed to be a violation of this title.
