The city tree board shall develop a planning program that will hereinafter define the arboricultural specifications, including the preparation of regulations, projects and programs pertinent to the development, redevelopment and renewal of the trees under its jurisdiction, and the exercise of such powers germane to the purposes for which the city tree board was created as conferred upon the committee by the statutes of the state of Illinois, and by ordinances of the city.
