No procession or parade containing fifty (50) or more persons or ten (10) or more vehicles, excepting the forces of the United States army or navy, the military forces of this state, the forces of the police and fire departments and any funeral processions, shall occupy, march or proceed along any street except in accordance with a permit issued by the city council and such other regulations that are set forth in this title which may apply.
