The owner or keeper of a cat shall keep the cat under restraint at all times and shall not permit such cat to be at large, off the premises of the property of the owner or keeper, unless the cat is under "restraint" as defined in section 10-4-1-6 of this chapter. (Ord. 328, 1-13-1986)
