From and after the effective date of this chapter, no person shall be appointed to the Police Department who is related to the Chief of Police in any of the following ways: son, daughter, spouse, parent, son-in-law or daughter-in-law. Nothing herein shall prevent any such person from being employed by any other department of City government nor shall this section apply to any person who is a member of the Police Department as of the effective date of this chapter.
