10-1-1: CHIEF OF POLICE:
   A.   Office Established: There shall be established the Office of Chief of Police for the City, who shall be head of the department and a full time employee of the City. The Chief of Police shall be appointed by the Mayor with the advice and consent of the City Council.
   B.   Duties; Chief Of Police: The Chief of Police shall be the Chief Law Enforcement Officer in the City. He shall be the Chief Administrative Officer of the Police Department and shall oversee the day to day operation of the Police Department. He shall perform such duties as are required of him by the laws and Statutes of the State and the ordinances of the City, and such other duties as may from time to time be assigned to him by the City Council. He shall administer and enforce all Police Department rules and regulations as may from time to time be adopted by the City Council. He shall work under the direction of and report to the Police Committee of the City Council and shall file a monthly report of Police Department activities with the Chairman of the Police Committee, containing such information as may be required by the committee.       1.   Accountability And Conflicts: The Chief of Police shall be responsible and accountable to the Chairperson of the Police Committee. Conflicts between priority of work, and work assignments between the Police Department and Administration of Rental Registration shall be resolved by the Chairperson of the Police Committee.    C.   Salary: The salary of the Chief of Police shall be set by resolution.
   D.   Removal From Office: The Chief of Police may be removed from office at any time by the affirmative vote of a majority of the members of the City Council, then holding office.
   E.   Reconsideration: If the Chief of Police is removed from office as provided in subsection D of this section, he shall have the right to petition the City Council, within twenty one (21) days from the date of such action, for a reconsideration of such action of removal. The City Council, sitting as a Committee of the Whole, shall reconsider such action of removal at the soonest date practicable after its receipt of a request for same. Upon reconsideration, the Chief of Police shall have the right to present any competent material and relevant evidence he wishes the City Council to consider in the course of its reconsideration of his removal from office. Upon reconsideration the removal of the Chief of Police shall stand confirmed unless rescinded by a majority vote of the members of the City Council then holding office. The reconsideration process shall not be deemed to be a hearing. (Ord. 396, 1-8-1990)
