The board of local improvements shall have the powers to perform the duties assigned to it by statute or city ordinance. In making local improvements by special assessment, the board of local improvements, the mayor and the city council shall follow the procedures set forth in 65 Illinois Compiled Statutes 5/9-2-1 et seq., with amendments thereto adopted prior to the effective date hereof.
