In the event of an emergency which requires immediate excavating or digging, the superintendent of streets, superintendent of water, mayor or chairman of streets shall have the right to authorize the immediate digging and excavating, in which event said applicant shall comply with all of the provisions of this chapter as soon as it is possible.
