9-1-4: PERMITTED USES WITHIN RIGHT OF WAY:
The placement of any of the following things within a right of way is hereby permitted:
   A.   Any traffic control sign, signal device, street sign, barricade or the like installed by any governmental entity with authority to install and maintain same.
   B.   Any other sign or device deemed in the public convenience and/or necessity installed and maintained by the city.
   C.   Any utility pole, wire, line, conduit, water line, shutoff valve, fire hydrant or the like which is either:
      1.   Installed and maintained by the city; or
      2.   Permitted or allowed by any ordinance, resolution or franchise enacted or adopted by the city, or otherwise expressly authorized by the city.
   D.   Mailboxes and newspaper boxes.
   E.   Driveways, to the extent permitted and regulated by title 4, chapter 7 of this code.
   F.   Grass, flower arrangements and other decorative plantings (other than trees and shrubs) not exceeding eighteen inches (18") in height and not planted in any manner so as to obstruct vehicular traffic sightlines or so as to cause any other obstruction or danger to vehicular or pedestrian traffic.
