It shall be unlawful for any person to maintain, to allow or permit to remain, or to refuse to abate any nuisance, after forty eight (48) hours from the time notice was given such person by his agent, by the chief of police or officer in charge; and it shall be deemed a separate and recurring offense each twenty four (24) hour period thereafter that such nuisance continues to exist.
