All equipment and supplies, including personal issue, now possessed and hereinafter obtained by or for the Marquette Heights Fire Department, whatever the source, however financed, purchased or acquired, which are or which become, by virtue of either use or description, Fire Department equipment or supplies (exception: distinctively private equipment and possessions of department members or others) are declared to be, and shall be the exclusive property of the Marquette Heights Fire Department and of the City for their joint and common control, convenience and necessity in terms of the official functions of each and both, insofar as those functions relate to the avowed purposes of the Marquette Heights Fire Department.
