The Fire Department shall adopt bylaws in order to further set forth the matter of the further details in connection with the operating of the Fire Department, and a copy of said bylaws shall be filed with the City Clerk, after which, they must be approved by the City Council. Any amendments to the bylaws made thereafter by the Fire Department must be approved by the City Council. Further, the City Council may amend the bylaws of the Fire Department at any time by a majority vote of the City Council members attending the meeting wherein such an action takes place.
