The subdivider shall provide inspection and testing of the public improvements as necessary to document the construction undertaken complies with the material and performance specifications governing the construction. The subdivider shall provide an opinion and recommendation by a registered engineer in responsible charge of the inspections stating that the public improvements were constructed in accordance with the intent of the plans and specifications governing the improvements.
