Where any tract of land within the city limits is to be divided into less than five (5) lots of less than five (5) acres each and no public improvements are required, the planning commission may waive the requirements for a preliminary plat. The requirements for a final plat shall continue to be in effect.
When the planning commission does waive the aforesaid requirements for a preliminary plat, no further subdivision of adjacent land owned by the same beneficial interests shall be considered for subdivision within five (5) years without full compliance with the requirements for a preliminary plat.
