Any person or other entity who or which violates any provision of this title, or who undertakes any activity or performs any act in violation of, or without having first obtained any approval or authorization as required in this title, shall be subject to a penalty of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00).
