6-1-5-2: RESPONSIBILITY OF CITY OFFICIALS, ADMINISTRATION:
The responsibility for the administration of this title by the city shall generally be as follows:
   A.   Planning Commission:
      1.   To review the preliminary plat and advise the subdivider in preparation of the final plat.
      2.   To require resubmittal of the preliminary plat and final plat if changes are advised to the subdivider and subsequently review the final plat.
      3.   To make recommendations to the city council on approval or disapproval of all plats.
      4.   To recommend to the city council any variances to this title following a public hearing.
      5.   Conduct all public hearings pertaining to this title.
   B.   City Engineer:
      1.   Review all plans and specifications regarding public improvements required by this title and submit an oral or written report of any recommendations to the planning commission and city council.
      2.   Inspect all public improvements constructed or installed prior to the release of the performance bond to ensure said improvements were constructed or installed in accordance with the plans, specifications and pertinent data as had been approved by the city council and report the results of said inspection to the city council.
   C.   City Council:
      1.   Approve or disapprove all preliminary and final plats referred to it by the planning commission.
      2.   Approve or disapprove, after public hearing, amendments to this title referred to it by the planning commission or by its own recommendation.
      3.   Approve or disapprove variances to the requirements of this title referred to it by the planning commission.
      4.   Approve or disapprove intended dedications and, by ordinance, declare public reservations of land.
      5.   Approve or disapprove requests for or order vacations of streets, alleys, easements or other public places and compensate justly, accordingly.
      6.   Accept public improvements for maintenance by the city, said improvements constructed in a subdivision as required by this title. Deny acceptance for maintenance of public improvements constructed, but not in conformance with plans, specifications and other pertinent data as required by this title.
   D.   City Attorney: Review all bonds issued by the subdivider in conjunction with construction of public improvements as required by this title.
   E.   Reasonably Necessary Acts: Each of the above city officials and bodies shall perform such acts and functions as reasonably necessary to carry out its specifically enumerated powers and shall perform such other acts and functions reasonably necessary to execute and implement the intent of this title.
