The city council is called upon to accept subdivisions for and on behalf of the city, whereby the city assumes certain responsibilities, including responsibilities for the care and maintenance of the streets and alleys included in said subdivisions, that for the purpose of the present and future development of the city, and for the purpose of public health and the safety, comfort, morals and welfare of the persons living within the territory governed, the provisions and regulations hereinafter contained shall govern the subdividing and platting of lands lying within the corporate limits of the city and within one and one-half (11/2) miles thereof, as now or hereafter existing.
