4-1-2: BUILDING CODE AMENDMENTS:
The following insertions, amendments and additions are hereby made to the international building code 2009, and such insertions, amendments, and additions together with the text of said code (as so amended) shall constitute the form of said code as shall apply in the city:
   A.   The following insertions and amendments are made to the international building code 2009:

If a permit is not obtained prior to the start of a project, ALL permit fees are doubled.
Section 113: "Board Of Appeals" is deleted in its entirety.
Section 114.4 is deleted and the following shall apply in lieu thereof:
"Violation Penalties: Any person who shall violate a provision of this code or shall fail to comply with any of the requirements hereof or who shall erect, construct, alter or repair a building or structure in violation of an approved plan or directive of the code official, or of a permit or certificate issued under the provisions of this code shall be guilty of a violation of this code, which such violation shall be punishable by a fine in an amount not less than $50.00 nor more than $500.00. Each day that a violation of this code exists or continues to exist shall be deemed a separate offense".
Section 115.3 is deleted and the following shall apply in lieu thereof:
Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be liable to a fine of not less than $50.00 nor more than $500.00.
Section 3412.2: Insert:
"as of the date on which the city first adopted a building code."
   B.   The following regulations shall apply in addition to those found in the international building code 2009:
      1.   Duration Of Permits: Except as may be specifically otherwise provided in this or any order code adopted by the city, all construction or other work to be performed pursuant to any permit issued shall be completed within one year from the date such permit is issued.
      2.   Completion Of Exterior Work: Except as provided in section 105.3.2, any permit issued pursuant to this code for new building construction, existing building reconstruction or expansion, shall require that the work be completed within six (6) months after the date of the permit. Any failure to comply with said condition shall constitute a violation of this code.
      3.   Nonpermitted Repairs And Maintenance, Completion Of Work: Any repair or maintenance for which a permit is not required, such as new roof shingles, new siding, new windows or the like, shall be completed within three (3) months after the repairs are commenced.
