3-11-8: FEES:
   A.   It being the goal of the City that the Rental Registration and Inspection Program be self-supporting, the Council shall establish a schedule of registration fees. From time-to-time, the Council shall review income and expenses arising from this chapter to determine any appropriate adjustments in the fee schedule. Fees shall also be set for failure to register, incomplete registration information, failure to register by the due date, and re-inspection of rental properties.
   B.   It shall be illegal for any owner or owner's agent to charge a tenant or tenants a fee greater than the actual pro rata cost of the registration fee and attribute that greater than actual fee to the City. Any explicit pass-through of the registration fee must be accurately represented, calculated and communicated to the tenant in order to be effective, regardless of how the fee may be characterized in any lease document.
   C.   Schedule of registration fees:
      1.   Single family units - one hundred dollars ($100.00) yearly.
      2.   Duplex units - one hundred fifty dollars ($150.00) yearly.
      3.   Owner occupied with room rentals - one hundred dollars ($100.00) yearly.
      4.   Multi-family units - one hundred fifty dollars ($150.00) yearly.
      5.   Late registration - fifty dollars ($50.00) per month.
      6.   Incomplete registration - fifty dollars ($50.00).
      7.   Re-inspection after failed first inspection - one hundred dollars ($100.00)/visit.
      8.   Re-inspection after no show/denied entry - one hundred dollars ($100.00).
      9.   Failure to register within sixty (60) days of the effective date of this chapter - one hundred dollars ($100.00). (Ord. 889, 6-24-2019)
