10-2-5: SPECIAL PURPOSE AND OVERLAY DISTRICTS:
   A.   Planned Unit Development District (PUD): Planned Unit Development (PUD) is established as a supplemental zoning district that provides an alternative to conventional development, and requires approval under the procedure in section 10-6-4 of this title. The PUD provisions are established for one or more of the following purposes:
      1.   To permit and encourage innovative land development while maintaining appropriate limitation on the character and intensity of use and assuring compatibility with adjoining and proximate properties;
      2.   To permit greater flexibility within the development to best utilize the physical features of the particular site;
      3.   To encourage the provision and preservation of meaningful open space;
      4.   To encourage integrated and unified design and function of the various uses comprising the planned unit development; and
      5.   To encourage a more productive use of land consistent with the public objectives and standards of accessibility, safety, infrastructure and land use compatibility.
   B.   Downtown Overlay (DT): This district is intended to protect the historic character of the downtown core. Efforts will be made to protect existing historic structures and general character through rehabilitation and adaptive use. New construction will be complementary to existing buildings in terms of mass, scale, and height. Any necessary determinations shall be made through the City's Governing Body and Planning and Zoning Commission. The boundaries of this district shall be along Main Street from Fourth Street to the west and First Street to the east and the adjoining two (2) blocks to the north and south of Main Street.
   C.   Broadway Overlay (BW): This district is intended to protect the historic character of the Broadway character specifically the protection of specimen street trees and historic homes. This district serves as a transition from higher intensity highway uses and the historic downtown. Uses may include a variety of residential, office, retail, and commercial uses that will make use of existing structures when possible with minimal impact on surrounding residential areas. The boundaries of this district shall be all properties within five hundred feet (500') of Broadway (U.S. Highway 81) from Chickasaw Street to the south and Steele Street to the north to not disrupt the Downtown Overlay (DT).
