It is the purpose of this chapter and it is hereby declared to be the policy of the city, and the Marlow municipal authority, pursuant to the authority of the Oklahoma solid waste management act (27A Oklahoma Statutes section 2-10-101 et seq., inclusive, and as amended), to regulate the collection and disposal of solid wastes in a manner that will protect the public health and welfare, prevent air and water pollution, prevent the spread of disease and the creation of nuisances, conserve the natural resources, and enhance and preserve the beauty and quality of the community's environment.
