8-4-7: ELECTRICITY TURNED OFF BY CITY; TURN ON CHARGE:
   A.   Turning Off Electricity:
      1.   Electricity may be cut off and service discontinued for any user for any of the following reasons:
         a.   Violation of any ordinance or resolution provision relating to the electric system, or violation of any ordinance or resolution provision or any provision of any code adopted by reference relating to electrical installations, as the case may be; or
         b.   Failure to pay an electric bill or other proper charge in connection with the electric system by the time specified by resolution and/or ordinance.
      2.   Electricity may also be cut off for any act or omission in regard to any municipal utility system which jeopardizes the public health or safety, creates a public nuisance, or interferes with the rights of others. (1985 Code § 16-67)
   B.   Turning Electricity On After Turn Off; Charge: When a customer's electric service has been cut off because of delinquency or act or omission of the customer, it may be turned on again only when all charges have been paid or other change in the conditions justify it. A charge shall be made for turning the electricity on again during normal working hours, and for turning electricity on again after normal working hours or on weekends or on holidays, in accordance with fees established by ordinance or resolution.
