8-3-9: SEWER CLEANOUT COVERS REQUIRED:
   A.   Cleanout Cover Required: All sewer cleanouts of any house, building or property used for human occupancy, employment, recreation or other purposes shall be covered with a suitable cover or plug designed to prevent inflow or infiltration generated by sources outside said house, building or property from entering the sanitary sewer connection of such house, building or property.
   B.   Service Of Notice: If the city of Marlow determines that a sewer cleanout does not have a suitable cover or plug, the owner of the property or other responsible party shall be notified that he/she has ten (10) days to correct the situation. Said notice shall be served by a designated agent of the city by delivering a true and correct copy to the property owner or leaving the same at his/her usual place of residence with a member of the family over the age of fifteen (15) years, or by posting a copy of the notice at the front entrance of the building involved if the owner cannot be found.
   C.   Failure To Comply: Any person who shall fail, neglect or refuse to comply with the terms of this section after having been notified to do so shall be guilty of an offense and may be fined as provided in this chapter, or the city may discontinue water service to the property until the situation is corrected.
