4-3-3: COUNCIL DETERMINE AND DEFINE NUISANCES:
The city council has the power to determine what is and what shall constitute a nuisance within the corporate limits of the city, and, for the protection of the public health, parks and water supply outside of the corporate limits of the city. (1985 Code § 12-3)
