Any such license so issued, as provided in this chapter, shall be subject to revocation by the city council at any time the council shall find that the vehicle has been or is being operated in a careless and dangerous manner, or in violation of the ordinances of the city or the laws of the state, or that the owner or operator thereof is an improper person to operate the same. The owner or operator of such vehicle shall have reasonable notice of the purported revocation of such license, and may appear before the city council at a hearing upon proposed revocation of such license.
