A. Appointment: There is hereby created a library board for the city. The library board shall consist of five (5) members, each of whom shall be a resident of the city, and who shall be appointed by the mayor, subject to confirmation by the city council.
B. Terms: All appointments and confirmations to the library board shall be for terms of five (5) years from the expiration of the term of office of the members of said board whose terms have expired, the term of one member shall begin on July 1 of every year. (1985 Code § 1-46)
