The baseball and softball board shall have charge of the care, management and control of the city baseball and softball program; and may make rules and regulations governing the program, subject to the enacting of ordinances by the city council. The board may also make such rules and regulations governing its operations as it may deem necessary, subject to approval by the city council. (1985 Code § 1-44)
