The purpose of the Commission shall be to acquire, construct, establish, extend, equip, repair, maintain and operate, or lease to others for operation, a sewerworks system, or construct, maintain and operate additions, betterment and improvements to the existing sewerworks system within the corporate limits and within the area extending 20 miles beyond the corporate limits.
