The purpose of the Commission shall be to acquire, construct, establish, extend, equip, repair, maintain and operate, or lease to others for operation, a waterworks system, or construct, maintain and operate additions, betterment and improvements to the existing waterworks system within the corporate limits and within the area extending 20 miles beyond the corporate limits.
