A building or structure hereafter enlarged, extended or altered to change from one use to a different use, in whole or in part, or a building or structure hereafter altered for which a certificate of use and occupancy has not been heretofore issued, shall not be occupied or used until a certificate shall have been issued by the building inspector, certifying that the work has been completed in accordance with the provisions of all applicable codes and ordinances of the town relates to the proposed use of the building or structure.
