The building inspector shall examine or cause to be examined all applications for permits and amendments thereto within a reasonable time after filing not to exceed five calendar days. If the application or the plans do not conform to the requirements of all technical codes adopted by the town and ordinances of the town such application shall be rejected in writing, stating the reasons therefor. If satisfied that the proposed work conforms to the requirements of all codes and ordinances applicable thereto, the building inspector shall issue a permit therefor as soon as practicable, not to exceed ten calendar days from the date of filing.
