§ 150.071 SPECIFIC POWERS AND DUTIES.
   (A)   The building inspector or authorized representative shall receive all applications required to be submitted to the town. The building inspector shall make or cause to be made all inspections required to be made; and issue all permits and certificates required to be issued by the town by this code and by all technical codes adopted by the town. The building inspector shall examine premises for which permits have been issued and make necessary inspections to see that the provisions of law and ordinances of the town are complied with and that construction and other work is safely prosecuted. The building inspector shall enforce all provisions of all technical codes adopted by the town. The building inspector shall, when requested by proper authority, or when the public interest so requires, make investigations in connection with matters referred to in the provisions of the town and the technical codes and render written reports thereon. To enforce compliance with law and ordinances of the town, to remove illegal or unsafe conditions, to secure the necessary safeguards during construction, or to require adequate exit facilities in building and structures, he or she shall issue such notices or orders as may be necessary to accomplish the purposes of this title and all other ordinances of the town and technical codes adopted by the town.
   (B)   Inspections required under the provisions of this code and all technical codes adopted by the town shall be made by the building inspector or duly authorized agents. The building inspector may accept reports of inspectors of recognized inspection services, after investigation of their qualifications and reliability. No certificate called for by any provision of any ordinance or technical codes shall be issued on such reports unless they are in writing and certified by a responsible officer of such service.
   (C)   The building inspector shall keep comprehensive records of applications, or permits issued, of certificates issued, of inspections made, of reports rendered, and of notices or orders issued. The building inspector shall retain on file copies of required plans and all documents relating to construction work so long as any part of the building or structure to which they relate may be in existence.
   (D)   All such records shall be open to public inspection during normal business hours, but shall not be removed from the office of the building inspector, however the building inspector shall have photo copies available to any citizen who may request same.
   (E)   The building inspector shall make written reports to the Mayor once each month, or more often if requested, including statements of permits and certificates, and orders issued.
   (F)   The building inspector shall create and prescribe forms of all notices, orders, inspections, reports and any other document necessary to perform the duties hereunder in the enforcement of the ordinances of the town, building codes and all technical codes. Such forms shall be open to public inspection during normal business hours.
   (G)   When in the discharge of the building inspector’s duties, the building inspector exercising professional judgement determines that any violation(s) or deviation(s) of this code or any technical code should not result in a formal notice or order, the building inspector may exercise professional discretion and is authorized to issue a warning. Any warning so issued shall describe the violation(s) or deviation(s) and shall specify a time within which such violation(s) or deviation(s) shall be remedied, such time period not to exceed ten calendar days and further notify the owner or responsible person that failure to comply therewith will result in the issuance of a notice or order and a fine.
