Collection agencies having offices within the town shall be subject to an annual license tax set by Council from time to time. A COLLECTION AGENCY may be defined as any person, partnership, association or corporation which derives its income from commissions based upon the collection of debts of others. Exempt from the provision of this section are attorneys at law who derive less than half of their income from any collection practice they may have.
