§ 95.05 TOWN TO MAKE REPAIRS.
   The town is hereby authorized, when the Council deems it necessary, to make street repairs, to pave all or any portion of a street, or to pave all the streets in the town, or to enter into contracts with other persons, partnerships, associations or corporations, for the repair of streets, the paving of part or all of any street or the paving of all the streets in the town. A STREET within the context of this chapter shall mean any public right-of-way within the town. In the event the town or one in contract with the town, makes repairs to any street or paves part or all of any street, the town may assess the cost thereof to the owners, agents of the owner or the occupants of the property abutting the street upon which repairs or paving shall have been done. The assessment to the owner, agent of the owner or the occupant shall be on a cost per linear foot of frontage to the centerline of the street upon which repairs or paving shall have been made. It shall be the duty of the owner of such property, the agent of such owner or the occupant on such property, to reimburse the town for the cost so expended. In the event that such owner, agent of the owner or the occupant does not reimburse the town for such cost expended, the town shall be entitled to proceed with the collection by lien and enforcement of such lien by the same method as hereinbefore provided for perfection of liens and enforcement of liens for sidewalk repairs and driveway repairs.
