(A) The Department of Highways shall administer all funds made available to such Department for taking abandoned motor vehicles, junked motor vehicles, old vehicle tires and inoperative and abandoned household appliances into custody and possession.
(B) The Commissioner of the Department of Highways has been authorized by the Legislature:
(1) To promulgate reasonable rules and regulations deemed necessary to implement the provisions of this subchapter; and
(2) To administer such funds through an existing division of such department or create a new division thereof for such purpose, as he or she deems appropriate.
