(A) Refuse pick-up shall be mandatory for all businesses and residences within the town limits of the town, whether or not the garbage collection services which are provided by the town are used by such residences or businesses. Residences and businesses within the town limits may contract with refuse collection services other than that provided by the town, however, such contracting will not exempt any business or residence from the payment of the garbage fee imposed by the town.
(B) The Town Council reserves the right, by majority vote, to exempt certain businesses from mandatory refuse pick-up on the basis of the type or types of refuse produced by such businesses.
