Whenever it shall be made to appear to the satisfaction of the County Health Department or the Mayor of the town that any dog within the town has rabies or any other dangerous and communicable disease, that department may issue a proclamation requiring any actions, consistent with state law, necessary to protect the health, safety and welfare of the public.
