Nothing herein shall limit the rights of individuals or businesses to park their trucks on their own property, to drive to their homes or places of business from Route 39 or to drive to Route 39 from their homes or places of business while engaged in the actual pursuit of business. Nothing herein shall limit the rights of the town or other public county, state or federal agency to operate trucks in the town.
