The Town Council finds that it is in the best interests of the people of the town to regulate the movement and parking of trucks within the town limits. This action is necessitated by the noise created by the unnecessary or excessive use of such vehicles at night and by the added stress such vehicles place on certain streets within the town. Streets other than Route 39 are not constructed to withstand heavy traffic or heavy vehicles and the underlying natural foundation is not conducive to road building.
