Specifically exempted from this subchapter are the following:
(A) The breaking down of a vehicle in the public right-of-way, provided that the owner or driver of the vehicle remains with the vehicle; and
(B) Delivery vehicles making actual deliveries to businesses, provided that such delivery vehicles do not park on State Route 39 and do not obstruct the public right-of-way for more than one-half hour.
