This subchapter applies equally to situations involving an intentional obstruction and to situations in which traffic is blocked by persons allowing their vehicles to remain in the right-of-way. It shall not be a defense to assert that the accused or another person remained in the vehicle during the period of obstruction, nor shall it be a defense for the accused to assert that the engine in the vehicle was still running.
