The Council is concerned about the flow of traffic in the newly annexed portion of the town reaching from the southern end of Burns Motor Freight to the southern end of the also newly annexed Community of Riverside. There are numerous businesses in this area on the eastern side of U.S. Route 219 which requires much of the traffic which utilizes these businesses to cross a lane of traffic entering these businesses and exiting these businesses. The amount of traffic which uses these businesses is sufficiently great that the potential exists for problems in this area. The Council specifically finds that vehicles parking near Route 219 obstructs the view of drivers entering and exiting these businesses and that it is imperative for a regulation to be passed to minimize the possibility of accidents in this area due to vision being obscured by parked vehicles.
