The Council finds that it is necessary to limit the free parking of vehicles on Eighth (Main) Street to a reasonable amount of time, during the normal 6:00 a.m. to 8:00 p.m. business hours. The Council further finds that it is necessary to restrict business owners, business employees and residents who live on Eighth (Main) Street to no parking during these normal business hours on Eighth Street. The Council also finds that the purpose of free parking on Eighth (Main) Street is to encourage and facilitate business in the town.
