The Building Department shall be empowered to promulgate reasonable rules and regulations not inconsistent with the terms and provisions of this subchapter in order to enforce the provisions contained herein. Such rules shall be in writing and copies of this subchapter, such rules and forms of application and inspection reports shall be filed and available at the office of the City Clerk and the Building Department.
