If an inspection is not made pursuant to the requirements of this subchapter, nothing shall prohibit the sale or lease of a one-family or multiple-family apartment house unless an owner, agent or person in charge of such dwelling or structure is interfering with or impeding an inspection authorized by a warrant obtained pursuant to this subchapter.
