§ 31.361 ASSISTANT CHIEF FINANCIAL OFFICER.
   (A)   There is hereby created the position of Assistant Chief Financial Officer.
   (B)   The Assistant Chief Financial Officer shall be appointed by the Mayor with the advice and consent of the City Council. Appointment to this position created by ordinance may be made from time to time.
   (C)   The duties of the person appointed to the position of Assistant Chief Financial Officer shall be as follows: oversee day-to-day operations, while teaching and facilitating discussion surrounding business concept techniques and practices covering city-related topics; accounting, bookkeeping, payroll, revenue, budget and forecasting; work closely with department heads and external auditors to complete year end audits, tax increment financing (TIF) district audits, city audits, AFR reports and library, park district, police and fire pension audits; develop accounting processes and procedures; assist in preparing the city’s annual budget; analyze capital projects and debt service; prepare a financial model for long-term financial planning (trend monitoring and forecasting); prepare monthly financial statements; audit general ledger accounts, payroll, employee benefits, water revenue accounts and make monthly adjustments; attend staff and union negotiation meetings; assist and review all union wage calculations prior to disbursement; and attend City Council meetings as requested.
   (D)   The Assistant Chief Financial Officer shall perform such other duties as may be assigned or delegated by the Treasurer or Mayor.
   (E)   The Assistant Chief Financial officer shall be a full-time position and receive as compensation for services performed such sum as set from time to time by ordinance.
