§ 151.26 INSPECTION OF DWELLINGS AND PREMISES; RIGHT OF ENTRY.
   (A)   The Director of Building and Housing or his or her duly authorized representative are authorized and directed to make inspections to determine the condition of dwellings, dwelling units, rooming units and premises located within the city, in order that they may perform their duties of safeguarding the health and safety of the occupants of dwelling and of the general public. For the purpose of making such inspections, the Director of Building and Housing or his or her duly authorized representative are authorized to enter, examine and survey at all reasonable times all dwellings, dwelling units, rooming units and premises.
   (B)   The owner or occupant of every dwelling, dwelling unit and rooming unit, or the person in charge thereof, shall give the Director of Building and Housing or his or her duly authorized agent free access to such dwelling, dwelling unit and rooming unit, and its premises, at all reasonable times for the purpose of such inspection, examination and survey after written notice stating the need has been given to the owner, owners or his, her or their agent to determine whether buildings used in whole or part for purposes of human habitation conform to the requirements of this chapter.
   (C)   On the first year anniversary date of registration or designation by the city of the premises as a rental unit and on that date each year thereafter, commencing in the year 2004, the Building Department of the city shall conduct an interior and exterior inspection of all rental property in the city. During the course of the month of May of each year, the owner of the rental premises or his or her agent shall pay to the city the sum of $75 prior to the completion of the inspection. Thereafter, a certificate of rental occupancy inspection for that ensuing year shall be issued.
   (D)   From January 10 through February 20 of each year, commencing 1-10-2005, the owner of any real property used as rental property within the city or any area subject to jurisdiction of the city shall file a registration form as provided by the city’s Building Department for each parcel of rental property owned along with the payment of an annual registration fee of $10 for each parcel so owned.
