(A) There is created the office of Field Superintendent of Public Works. The Field Superintendent shall be appointed by the Mayor with the concurrence of the City Council.
(B) The Field Superintendent is directly responsible to the Superintendent of Public Works. He or she shall carry out such duties as are assigned to him or her under the direction of the Superintendent of Public Works. He or she shall be paid a salary as appropriated and fixed by the City Council.
